Police Captain-Associate Instructor

Thomas Bradshaw


Captain Thomas Bradshaw currently serves as the Director of the Information and Communication Technologies Division of the Virginia State Police. He is an accomplished and seasoned law enforcement leader commanding complex and highly profile missions. He is a Virginia State Certified Personal Protection Specialist (PPS) and Instructor. He is also a Board Certified Protective Operations Manager (CPOM). Captain Bradshaw was the former Assistant Unit Commander and the Executive Officer of the Executive Protective Unit for the Office of the Governor for 13 years. He was the former Intelligence Officer for Threat Assessments and the Medical Officer for the Protective Detail. 

 Captain Bradshaw’s background includes 16 years of Emergency Medical Services and he is currently a National Registered Emergency Medical Technician - Tactical. He is a graduate of the United States Secret Service Protective Operations and U.S. Department of State Diplomatic Security Service Academies. He served for seven years as a Master Operator with the Virginia State Police SWAT/Tactical Team. He has vast experience with high-profile events. He has lead and coordinated Gubernatorial Inaugurations of the Governor of Virginia, Presidential Inauguration and National Conventions. Captain Bradshaw has supervised, advanced and provided protection on numerous trade missions worldwide, working closely with the U.S. Embassies and foreign governmental agencies. 

 He is a U.S. Department of Homeland Security certified Instructor in Incident Response to Terrorist Bombings, Understanding & Planning for School Bomb Incidents, Federal Air Marshall Service certified Instructor in Law Enforcement Officers Flying Armed Certification Course and the Department of Justice certified Instructor in Terrorism for Law Enforcement Officer. He is also a Virginia Department of Criminal Justice Services certified General, Personal Protection Specialist and Emergency Vehicle Operator Course Instructor for over two decades. He has developed and provided training/consultant on behalf of the Virginia State Police internationally and to various local, county, state, and federal law enforcement agencies on the topic of dignitary protection, political assassinations, special event planning, threat assessments and intelligence gathering. He also possesses a National Certified Crime Prevention Specialist II certification from the National Crime Prevention Association and the Virginia Crime Prevention Association.

 He is an Accredited Associate Faculty Member for the University of Phoenix College of Criminal Justice and Security - Richmond Virginia Beach Campus. He is also the recipient of the Executive Protection Institute Achievement award for Outstanding Professional Accomplishments.

 Captain Bradshaw holds a Master degree in Public Administration from Troy State University and is a member of Alpha Phi Sigma – The National Criminal Justice Honor Society. Bachelor of Science degree in Governmental Administration from Christopher Newport University. He also received a Post-Graduate Diploma in Executive Management and Leadership from the University of Virginia - National Criminal Justice Command College.
